The Intel Integrated Graphics chips are not supported by the game. However some fans have reported success by updating to the latest Intel Drivers which can be found here:
https://downloadcenter.intel.com/default.aspx by selecting the graphics option and then selecting Notebook or Desktop graphics and than your particular chipset (Intel HD XXXX).
After that try deleting your killingfloor.ini and relaunching the game.
