When experiencing issues with PunkBuster we recommend you install the latest PB files from the Even Balance website. You can find those by navigating here:
http://evenbalance.com/index.php?page=pbsetup.php and selecting the Windows version. Once you have the installer downloaded and ran, tell it to add the game Red Orchestra 2 and it will update to the latest files for Red Orchestra 2.
